CLEARIFICATION ON THE INVESTMENT IN LAOS

No. EGCO 310/682 Date: November 4, 1999 Attn : The President of the Stock Exchange of Thailand Subject : Clarification on the investment in Laos According to the news in Krungthep Turakij and Business Day dated November 4, 1999 stated that Electricity Generating Public Company Limited (EGCOMP) has shown keen interest to acquire a stake in the 900 megawatt capacity Num Thurn II hydro power project in the People's Democratic Republic of Laos from Merrill Lynch Phatra Securities and Jusmin International. EGCOMP would like to clarify that we did not release this matter. EGCOMP is interested in investment in the above-mentioned project. However, such project is still under the process of preliminary study. We have not reached any conclusion to propose to the Board of Directors yet. If the Board of Directors approve to invest in such project, EGCOMP will further inform to the Stock Exchange of Thailand. Sincerely yours, Worawit Khamkanist Managing Director
