ADDITIONAL INFORMATION ON NAM THUEN 2 HYDROELECTRIC PROJECT

No. EGCO 310/482 Date : October 4, 2000 Attn : President of the Stock Exchange of Thailand Subject: Additional information on Nam Thuen 2 Hydroelectric Project Electricity Generating Public Company Limited (EGCOMP) would like to inform that on September 14, 2000, Lao National Committee for Energy (NTEC) formally approved the entry of EGCOMP into Nam Theun 2 Electricity Consortium and EGCOMP has become a party within the Developer under the Government of Lao Heads of Agreement dated November 16, 1998 and which is to use in the preparation of the Nam Theun 2 Concession Agreement which is expected to be signed by 2000. EGCOMP is set to replace Jasmine International Public Company and Merrill Lynch Phatra Securities' portions, which affect the overall current portion of NTEC's joint participation as follows: Electricite de France 35% The government of Laos PDR 25% EGCOMP 20% Italian-Thai Development Public Company Limited 15% Transfield 5% Nam Theun 2 Hydroelectric Project will have a total capacity of 1,060 MW, of which 980 MW will be generated for Electricity Generating Authority of Thailand (EGAT) and 80 MW for Electricite du Lao (EDL). The concession of Build Own Operate and Transfer type (BOOT) for the period of 25 years commencing on commercial operation date will be granted to this project by the Government of Lao PDR (GOL). The total investment of this project is approximately 1,100,000,000 USD. 920 MW capacity will be sold to Electricity Generating Authority of Thailand (EGAT) upon Power Purchase Agreement between EGAT and NTEC with 25-year contract life. In addition, 35 MW capacity will be sold to EDL in first 15 years and will be increased to 75 MW capacity in the concession's remaining period in line with Power Purchase Agreement between EDL and NTEC. Both of the aforesaid agreements will be signed by December 2000 and NTEC will generate electricity to EGAT and EDL by December 2006. Yours sincerely, Siwanan Na Nakorn Acting Managing Director
