SIGNING CONCESSION AGREEMENT

No. EGCO 350/378 Date : October 4, 2002 Attn : President of the Stock Exchange of Thailand Subject: Signing Concession Agreement Reference is made to the report on Nam Theun 2 Power Project in Lao PDR, which Electricity Generating Public Company Limited (EGCOMP) consecutively informed to the Stock Exchange of Thailand (SET). EGCOMP would like to provide more information to the SET that on October 3, 2002, Nam Theun 2 Power Company Limited (NTPC) signed the Concession Agreement with the Government of Lao PDR. Therefore, NTPC is able to develop the Nam Theun 2 Hydroelectric Project under a Built-Own-Operate-Transfer (B-O-O-T) basis. NTPC was established to develop the Nam Theun 2 Hydroelectric Project and its shares are held by EDF International, Electricite du Laos, EGCOMP, and Italian-Thai Development Public Company Limited in the proportion of 35%, 25%, 25% and 15%, respectively. Nam Theun 2 Hydroelectric Project will have a total installed capacity of 1,070 MW, approximately, of which 995 MW and 75 MW will be sold to Electricity Generating Authority of Thailand (EGAT) and Electricite du Laos, respectively. Presently, NTPC is negotiating with EGAT on the Power Purchase Agreement (PPA), which EGCOMP will acknowledge the SET on the signing, accordingly. Yours sincerely, Worawit Khamkanit Acting President
